In a last-minute shift, Austin City Council voted to allow dogs on the event lawn at the soon-to-be-revamped Auditorium Shores.
Discussions over the past six months have been heated between dog owners and park planners. Officials with the parks department wanted to ban dogs entirely from the eastern end of the park.
Now, dogs will be able to walk across that area but not stop and play.
The new off-leash area will be 4.7 acres on the west side of the park, and will shrink to 3.2 acres during the Austin City Limits Music Festival.
"The real losers on this deal are indeed the people of Austin,” Austin resident Michelle Hazen said. “We should have a say in what happens on our public land, and we have had almost no input at all."
The city hosted three public input sessions with dog owners between July and October. Construction has already started at Auditorium Shores, and is expected to last through 2014.
